CBSA INVESTIGATING OCTG FROM AUSTRIA!

DUMPING OF CERTAIN OIL & GAS WELL CASING FROM AUSTRIA

On February 2, 2026, the Canada Border Services Agency (“CBSA”) issued a Notice of Initiation of Investigation under the Special Import Measures Act (“SIMA”) in respect of the alleged dumping of certain oil and gas well casing from Austria. This investigation was prompted by a joint complaint filed by a manufacturer in Alberta.

The goods under investigation are more specifically described as:

Oil and gas well casing and green tube casing, made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 4 ½” inches to 9 5/8” inches (114.3 mm to 245.2 mm), meeting or supplied to meet American Petroleum Institute (API) specification 5CT or equivalent and/or enhanced proprietary standards, in all grades, originating in or exported from the Republic of Austria.

Along the same lines as federal initiatives to target the resale of renovated homes held for short periods of time through assessments, which  we have blogged about here, the government of British Columbia is now introducing a new tax on profits from sales of residential property in B.C. owned for less than two years!

Starting January 1, 2025, the new so-called “Home Flipping Tax” under the Residential Property (Short-Term Holding) Profit Tax Act, (the “Act”) will apply to residential properties sold within 730 days of purchase, with certain important exceptions.  The tax is part of the B.C. government’s broader strategy to improve housing affordability in the province by discouraging short-term holding of property for profit.

Those active in B.C.’s residential real estate market should take note!

On August 12, 2024, the Canadian International Trade Tribunal (the “CITT”) issued a notice that it was beginning an expiry review in respect of certain Circular Copper Tube originating in or exported from the Federative Republic of Brazil, the Hellenic Republic (Greece), the People’s Republic of China, the Republic of Korea and the United Mexican States (Mexico) (the “Subject Goods”).  On August 13, 2024, the Canada Border Services Agency (the “CBSA”) similarly gave notice of the initiation of their parallel expiry review investigation.
